                <description><![CDATA[<p>As the WSRID Board looks to 2012 we realize we are in great need of a WSRID Conference Committee. This email is an effort to gather names of members that are interested in chairing and being members of the 2012 Conference committee. We hope to help you get started as soon as possible to make the process as seamless as possible.</p>
<p>WAIT! There's more! I know that some of you read the introduction and almost closed this email. We would like to offer to you some thoughts and incentives. Leading a conference can appear to be a daunting task; however I have chaired two conferences and will be honored share what was so freely given to me through mentorship by in-turn mentoring you through the process of chairing a conference. We will also help recruit a team for you to work and share ideas and responsibilities with. Additionally, Melissa Klindtworth has been the registration guru for the East Side Professional Development Committee and two conferences and has volunteered to mentor the registration chair. The board will be offering support in different ways this year including a budget, guide book, and direction with topics like the conference theme.&nbsp;</p>
<p>As you will find in any volunteer organization there are usually a handful of members that volunteer many hours. Often they become absolutely burned out or frustrated and leave; it is the members of the organization that lose out most. There are also generally a handful of folks that would love to volunteer but are intimidated or afraid. We would like to see a shift in this paradigm and for our organization to be strong and full of many leaders lending their strengths, showing their support, and volunteering their time. We believe this happens one person at a time. If our organization is to thrive we must be constantly growing leaders in our profession.</p>

<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">Attached you will find Health Care Authority&rsquo;s (HCA) response to the WSRID Open Letter.&nbsp;&nbsp;My apologies for the delay in forwarding HCA&rsquo;s letter to you; summer schedules and other conflicts have influenced a timely delivery of this letter to WSRID members.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">It can be noted that HCA did little to address the list of concerns in our letter:</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">?&nbsp; &nbsp; &nbsp;&nbsp;While it is true that reimbursement is at 50%&nbsp;<span style="text-decoration: underline;">of the first hour only</span>&nbsp;for cancellations and no-shows, it should also be noted that payment is also at 50% for those appointments in which the interpreter is provided with incorrect information (address, date or time.) In addition, if two interpreters are mistakenly scheduled for the same appointment, payment is at 50%.&nbsp;&nbsp;All of these reasons for decreased reimbursement are completely out of the hands of the interpreter, yet the interpreter suffers a loss in time and money.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">?&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;HCA failed to provide a sound reason for including ASL interpreters in a flawed, short-term broker system that is in the process of being replaced.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">?&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Also unaddressed, the new contract&rsquo;s total&nbsp;&nbsp;disregard for a deaf consumer&rsquo;s preference related to auxiliary aids and services needed for access to communication.&nbsp;&nbsp;The current contract only allows the medical provider (not staff) to make requests for specific interpreters; this request must be done in writing and filed with the broker.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">Since the August 17 letter, WSRID board members have been in contact with representatives from the following groups:&nbsp;&nbsp;RID-GAP, ACLU, ADA, Disability Rights Washington (DRW), WSAD, ODHH and Regional Service Centers for the Deaf and Hard of Hearing.&nbsp;&nbsp;The ACLU and DRW are interested in this situation; however, at this time, can not become directly involved.&nbsp;&nbsp;The advice we have received is that deaf, hard of hearing or deaf-blind individuals must submit complaints to the ADA.&nbsp;&nbsp;Only after grievances are filed, will these agencies be able to take any action.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">Unfortunately, the ADA grievance system is not deaf friendly for many of Washington&rsquo;s Medicaid clients.&nbsp;The most vulnerable include senior citizens, developmentally disabled, those with minimal language or those under the supervision of a caretaker.&nbsp;&nbsp;The current system is cumbersome and requires navigation of an on-line complaint form or a call via VP or TTY through a lengthy introduction before reaching a live person.&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">As allowed under the NAD-RID Code of Professional Conduct, it is important that WSRID members &ldquo;judiciously provide information or referral regarding available interpreting or community resources without infringing upon consumers&rsquo; rights.&rdquo; When one learns of medical appointments taking place without appropriate access to communication or medical appointments being cancelled due to lack of interpreters, please refer any and all individuals to an advocate at their local Regional Service Center for assistance in completing and filing a grievance form.&nbsp;&nbsp;Deaf individuals should be empowered to assert their right to timely access to a qualified interpreter who can competently, accurately and impartially interpret for their medical procedures.</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">&nbsp;</span></p>
<p><span style="font-family: 'trebuchet ms', sans-serif;" face="'trebuchet ms', sans-serif">Attached are forms you may elect to use in order to educate and inform others. <p>There is a new trend in the hospital world where all freelancer interpreters must go through a brief "orientation" before&nbsp;s/he can work on-site.&nbsp;&nbsp; UWMC is the first to initiate this.&nbsp; CHMC will soon have theirs ready for us.</p>
<p>Here's the deal:</p>

                <description><![CDATA[<p><b>Dear WSDBC Members,</b></p>
<p><b>Angela Theriault has resigned as Interpreting Coordinator, effective immediately. This fall, she will be taking classes at the University of Washington and starting work as full-time Executive Director of DBSC. </b></p>
<p><b>WSDBC has been very fortunate to have Angela as our Interpreter Coordinator, with her dedication to recruiting interpreters and skillfully matching them with Deaf-Blind members. </b></p>
<p><b>Both Deaf-Blind and Associate Members, who are highly motivated, can apply for the position of Interpreter Coordinator. This is a great opportunity to develop your skills and gain experience. </b></p>
<p><b>We would like the new coordinator to begin working very soon, so as to prepare for the WSDBC General Meeting on October 22nd. Angela has offered to help train the new Interpreter Coordinator.</b></p>
<p><b>Ideally two people will apply for this position and they can work together as a team. WSDBC will pay $100 for each meeting, which can be split 50/50 if there are two coordinators. </b></p>
